Issue with Link Selection #38

With the Link layer activated if the user selects the node move (hand) mode, 
links can no longer be selected even when the "Select Object" tool has been 
activated

What steps will reproduce the problem?
1. Activate Link Layer
2. Choose Node move (hand) tool
3. Change tool to Select Object
4. Try to select a link

The work around seems to be to turn off the link layer all together and to turn 
it back on

What is the expected output? What do you see instead?
I expect to be able to select a link if the link layer is active after turning 
off the node move tool and reverting to the Select Object tool

What version of the product are you using? On what operating system?
Nexta V3.1.2, Windows 7 64 bit

Please note this isn't limited to link editing - it seems to affect all GIS 
layers - if one has been moving nodes with the hand it is problematic to edit 
the active GIS layer - try the above with say Zones - after the node move hand 
has been activated it seems the Zone GIS layer cannot be activated but ticking 
and unticking zones seems to again overcome it.
