Create Left Side drive option #41

It would be great if there was a left side drive version for use in the UK and 
Australia etc.

There should also be an ability to work entirely in metric values

Note for this, references in the Tools - Traffic Capacity/Control Tools - 3. 
Left Turn Lanes should refer to Right Turn Lanes and likewise in the GUI 1, 2 
and 3 should also refer to right turn lanes. In the Node Movement Data GUI Hide 
LEFT Turn movements should be used in place of RIGHT.
