"Web interface > Homepage" not implemented #19

"Web interface > Homepage" is not built.

Solution: Build a basic HTML page that contains a real issue.

It hyperlinks to the Git Issue and not the Work Item, because we're working incrementally.

Since specification has been rebuilt, this is not relevant any more.
