Task

Use docker / docker-compose to containerize our common express server.
Choose another platform to deploy the image on other than heroku (free tier is gone and there are better options)

In progress on Container branch. Need to make a dev image that creates a local database and keep records on that database even when restarting the container.

Should probably deploy the image on some other platform other than heroku, since they're nuking the free tier.
