I can confirm that I'm experiencing the same issue.
About your device Device Manufacturer / Model or Emulator / Version??
Nokia 6.1
Android Version?
9
Are you using a Custom ROM? (If you don't know what this means, then most likely no)
No
Is your device rooted? (If you don't know what this means, then most likely no)
No
Is the problem you're experiencing similar to this issue?
Please try the solution listed in the linked issue (which boils down to moving the game to the internal storage and not SD Card) and let me know if this fixed it.

The issue mentioned is not related, the game is installed in internal storage.
Same here as well -- using internal storage only. It does not feel like a hardware bottleneck as framerate and latency are not an issue.
All other sound cues and music playback fine. It's just oddly the text sounds that are missed frequently.

Exactly the same as @BulkSlash and @DanielAyo -- however I've found out some more interesting things:
The issues stop immediately if I plug headphones in. As soon as I unplug the headphones, the issues start again.
The issues are also present in Dual Destinies and Spirit of Justice, and also stop in those games when headphones are plugged in. There's no such issue in Apollo Justice.
I agree that it isn't a hardware bottleneck; I know Fire tablets aren't the most capable, but with headphones it's a flawless experience. No hitches or lag or missed frames or anything.
I'm wondering if this is some sort of audio post-processing thing built into certain Android skins? Which then gets disabled when the headphones are plugged in (at least in my case)? I know this tablet has Dolby Atmos support but I can't find a way to disable it to see if that makes a difference.

ETA: I've found a workaround -- if I connect a Bluetooth headset (in my case, AirPods Pro) and then disconnect it, the audio plays properly through the tablet speakers. However closing and re-launching the app breaks the workaround. So, not ideal.
ETA: 2 I haven't changed anything, but the workaround has now stopped working
It is very difficult for us to fix bugs in the original game, since we do not have access to the source code. You may want to check the new version on PlayStore once our patch is ported.

Sometimes sound effects for text does not play.
One of three things can occur:
The sound effects play at all times and flow naturally for every letter/word.
The sound effects will play for the first few letters of a word and then stop playing for the remainder of the textbox. Feels like it abruptly cuts off.
No sound effects play at all and you are left with a silent textbox. This can persist for multiple, consecutive bouts of dialogue.
If there is no background music playing during a particular scene then there's a 100% chance the sound effects for text do not play (outcome #3).
Even when there is background music the sound effects for text can still disappear for a bit, but this does happen less often.
I've only played through all of case 1. It's very inconsistent overall. All 3 outcomes I listed will randomly persist one after another.
To be clear this only happens for the text sounds. Every single other sound effect plays consistently without issue.
