Add several improvements to the staff panel in-game. The following powers will be added:

[x] On/Off Duty (Moderator)
[x] Godmode (Moderator)
[x] Markers (Moderator)
[x] ESP (Moderator)
[x] Invisibility (Moderator)
[x] Heal (Administrator)
[x] Revive (Administrator)
[x] Restrain (Administrator)
[x] Compensate (Administrator)
[x] Camera (Moderator)
[x] Teleport Select (Administrator)
[x] Teleport To (Administrator)
[x] Teleport Here (Administrator)
[x] Teleport In Vehicle (Administrator)
[x] Delete Vehicle (Administrator)
[x] Vehicle Repair (Administrator)
[x] Vehicle Refuel (Administrator)
[x] Quick Disconnect (Management)

Additionally, staff will be able to view the following information on a player:

[x] Current Name
[x] Power Logging
