Updates to Elixir 1.16, nix 23.11 in the development flake. This is done to catch a compiler error introduced in the recent spurt of merges.

Updates to Elixir 1.16, nix 23.11 in the development flake. This is done to catch a compiler error introduced in the recent spurt of merges.
