Transport helicopter keeps climb altitude but not moving to point

sometimes spawn a transport helicopter on map, add a Transport to it use the modular, but when give it order to move to loactions, it always climb to a very high altitude and not moving to the location.

This has been reported already, but it is not an issue with SSS. Please test issues without other mods loaded.
