Fix ExternalDataSupplier #25

On line 52 in ExternalDataSupplier.java, getInt needs to be replaced with getDouble. The value in the settings file is being read as 0 because it converts to an integer.

Thanks for spotting that. Could explain some weird spawning behaviour with pirates.
