Replace vanilla bounty, which will let you better tailor bounties to player's play through.
The current limitation of vanilla bounties is pirate-heavy suppression, with rare "deserter" flavour.
Implement this as two bounties - pirate bounty and deserter bounty, and spawn in more pirate-friendly ratio.
