With spell resist talents available, offensive or defensive dispels with 2 charges get 2 attempts at the same spell.
How it should work:
If there is only 1 buff available, it should only be capable of using 1 charge.
How to reproduce:
Create a druid, spec into Subtetly.
Create a priest and use Dispel Magic Rank 2.
Buff the druid with Mark of the Wild or debuff the priest with Fairie Fire.
Try to dispel either. Sometimes, you will get 1 resist and still dispel (with the other charge).
I currently have no proof for this, other than my retail memory of playing priest from Vanilla to Cata.
