MSC2545 image pack support doesn't work with most packs

Describe the bug I am subscribed to 32 MSC2545 image packs and i have an account pack. I can use the account pack and 2 other packs from SchildiChat. Emojis from the other ones don't show up in the completer and the text isn't replaced with the emoji if i write, for example, :blobcat_smile:. All packs work fine in Nheko and FluffyChat.

Packs from #blobcats:the-apothecary.club and #nheko:nheko.im work,
packs from #blobcats:tastytea.de and #gentoo-chatter:matrix.org don't work.

To Reproduce Steps to reproduce the behavior:

1. Go to #blobcats:tastytea.de
2. Try to use an emoji from any of the packs, for example :blobcat_smile:

Expected behavior Completer displays candidates from account, subscribed and room packs

Smartphone (please complete the following information):

• Device: Xiaomi Mi 8
• OS: Android 12 (LineageOS 19.1)

Additional context

• App version: 1.5.25.sc63 [40101030] (F-6887589b)
• Store: F-Droid
• Homeserver: tastytea.de
• Related labs settings: i don't think any are related?

Upstream relevance

• Does this issue exist in Element Android? No (MSC2545 not implemented)
