Add a chat per project, like gitter only within colonel maybe give it a look and feel of the Facebook chat :thought_balloon: that's a good way to help people collaborate outside the project cause they can go to the chat and understand everything that happened

Is it restricted to the project members or can be used by any user? (If you have an access to the project)

in gitter it isn't restricted which I think is better
