the official spotify-beta for linux can now be controlled via the android app. Is this functionality part of libspotify?

No, Spotify Connect is at the moment not part of libspotify.

Some folks are working hard on reversing the protocol and making it available as a library though:

Once it's done, usable and stable enough, I'll add it to spop :)
