Creating an account doesn't work as expected.

Describe the bug Unable to properly create on the sign up page, or as an admin on the client page.

To Reproduce Steps to reproduce the behavior:

1. Go to GD sign up page.
2. Create account and complete ReCaptcha. (No email is sent to verify account)
3. Receive "Error" message.
4. Check Client Page to see the account has been created.
5. Attempt to login to the new account, sign in fails.

Alternatively:

1. Go to client page inside admin panel.
2. Click "+" top right.
3. Create the account as if you were signing up.

Expected behavior Should create an account and allow people to login to it.
