Can't launch the game via console

I am still learning to how make custom game by using your template, so I don't have much experience. After I finished editing I tried test it by launching the game via console then I receive this error. I don't really know what caused this, I just assume templte don't have it, so I tried to extract the loading_screen.vxml_c from the pak01_dir.vpk from dota using GcfScape and put it in my addon but the problem error still presist, I can launch other custom game via console perfectly fine and I cannot use hammer to launch it because my laptop can't open hammer(it takes like 1 hour to load the map). Do you know how to fix this?

or its something different: remove the panorama folder and download it again... looks like there is a file in the panorama/layout folder, not in the subfolder custom_game... if there is no file, it could be something written inside the panorama files, similar to <CustomUIElement type="Hud" layoutfile="file://{resources}/layout/custom_game/courier_fix.xml" />

I can launch it via cmd fine but not with dota 2 in game console, and no there is no other file in the outside the panorama/layout folder. I am not sure about the file inside it. But i have tried redownloading it and still didnt fix it. i can just launch it via cmd but I just wonder why the on game console cant

Couldn't launch a custom game via the ingame-console (Panorama-Error), only worked with the shortcut or inside the workshop-folder
