Cooldown percentage not working #58

Sorry last time I said MODIFIER_PROPERTY_COOLDOWN_PERCENTAGE does not work for >100% but MODIFIER_PROPERTY_COOLDOWN_PERCENTAGE_STACKING does. Well now MODIFIER_PROPERTY_COOLDOWN_PERCENTAGE_STACKING does not work at all and MODIFIER_PROPERTY_COOLDOWN_PERCENTAGE works all the time.
