accept svgs image upload #4566

Needed for Ken because circuit diagrams

July 29th: Tried to upload an svg by upload button and dragging, to prep, question, and synthesis, but didn't function

I had no problem uploading svg images. image

@s-steddy hm. I see. we need to do something with drag and drop. or block it. or we can try to force popup above somehow.

Still can't get an svg to upload, either firefox or chrome, or by dragging or by clicking upload. Maybe we can test on a call tomorrow
