Pubmed provides a relatively manageable file which we could use to provide quicker local results. https://www.ncbi.nlm.nih.gov/pmc/pmctopmid/#ftp

We should have an option to create this locally, update it as necessary if it exists, and to have all relevant calls use this first if it exists.

I should note this file may be out of date. The service on the same page fails for: DOI = 10.1002/biot.201400046
