CS Undergrad Program isn't a CSD Major #57

At http://cs-dev.cmu.edu/programs, the undergrad program in CS is listed as a CSD major. It's overseen collectively by all seven administrative units. There are other majors (e.g., comp bio) that are administered departmentally.

I updated the database to reflect ownership between all seven departments for the Bachelor of Science in Computer Science.

@phcompeau while this is currently the case, this may actually shift to being departmental as more departments put forward primary undergrad majors.
