Incorrect linking from /departments to /programs #91

From http://cs-dev.cmu.edu/departments, click on any department's "Programs" button and you are always taken to CSD programs. Each department's "Programs" button should forward to their programs.

The same is true of the "Courses" buttons to /courses (it looks like someone else already pointed this out).

I'm also seeing it going to the same page from every "Programs" link, but the page I get starts with CBD (CS is second). "Courses" goes to a single page that is always topped by RI when I get that page. Not sure what the order of that page is supposed to be. It's not alphabetically by dept, nor is it in order by course number prefix (which would put CBD first with 02-)

Note, that on the "Courses" page (http://cs-dev.cmu.edu/courses/F17) if you have any department selected on the "buttons" above the list, it appears to be "sticky" and will only select that department until you unclick the dept. The list with nothing selected brings up RI first for me every time.
