Remove commented out code from correct_neuropil #22

The function correct_neuropil in preprocess_traces contains a few lines of code which have been commented out. These should be deleted in case they are not used anymore. There are also a few TODO marks (such as "set verbose options) which should either be deleted or acted upon.
