Missing fallback to datasets default at dataset creation

Summary

This part hasn't been ported to the new backend

Steps to Reproduce

Look in the code for defaults, e.g. IN=medium,AV=low,CO=low

Expected Behaviour

Fallback to defaults should be implemented in the new be
