(Re)Enable FSAL steppers #966

Motivation / Current Behaviour

FSAL steppers were disabled in #960 due to a bug in boost.

Enhancement description

If we need FSAL steppers, we may need to create a workaround/specialization of ControlledStepperWrapper, or update boost when the bug gets fixed.
