conditional redirect for RRID resolver #2

We need a way to allow resolver links to auto redirect to a provider page if the provider exists.

For example for wormbase, RRID:WB:AA86 (or something like that) should redirect to -> http://www.wormbase.org/species/c_elegans/strain/AA86

Should be configurable on a provider by provider (prefix by prefix or url by url) basis.

That could be a flag added to the registry that owners/curators can set per resource. Probably should also have a URL version / URL parameters that will always re-direct and one that will always stay at SciCrunch.
