Private runners on GitHub for GPU? Tom to ask RSDG if there is any current facility for this.

Testing against Python 3.8 GitHub Actions allow 'acceptable failure' of test runs, so we can add testing for Python 3.8 but mark it as non essential, as we know that some repositories aren't yet compatible.

I've hit a bit of a wall with the surgeryvtk CI (see https://github.com/UCL/scikit-surgeryvtk/issues/136 for details). Will put it to one side for a few days and can discuss in the next metting.
