Feature/rabbitmq logging

This comes with various logging changes.

• There is now a check for a debug field in the post_process.yaml, if that is not set to true, there will only be INFO messages outputted.
• The ability to send log records over RabbitMQ
• A log receiver, bcbb_log_subscriber.py, which among other things, have the ability to forward log records to CouchDB.
• Pipeline progress reporting is now logbook based. Timestamp files are still written though.
• Most prints in the pipeline have been converted to logging.
