CompatHelper: bump compat for NonlinearSolve to 3, (keep existing compat) #1005

This pull request changes the compat entry for the NonlinearSolve package from 1.7.0, 2 to 1.7.0, 2, 3. This keeps the compat entries for earlier versions.

BoundaryValueDiffEq now has NonlinearSolve@3. This PR can be retriggered.
