This PR mostly implements CDF write plus some refactoring and documentation. Important changes are:

switch to MSVC on windows, it turns out to be simpler on windows to use
uses C++17 reflection capabilities to unify CDF reading and writing and this is less intrusive for declaring CDF records structs
Python API tend to be more coherent (naming, behavior and organisation)
