Test suite is lacking many tests #32

PandasNet needs a suite of tests built on a modern test platform for all functions including proper validation with Asserts.

I've never done any open source work but I'm open to try!

I guess you won't be able to publish nuget packages to the existing package name

@Oceania2018 any thoughts on that? I assume you're happy for a new maintainer here?
