Include recently closed issues in the Peloton

As a way of celebrating success. Work needed:

• The query currently includes recently closed items, but these are deleted when updating the project items. So that would need changing.
• Need a way of deleting items once their closure is far enough in the past.
• The filters for existing views would need updating to explicitly only include open items.

Would be cool if this could also include recently posted reviews - those are hard work too!
