Use download interface for raster data. #172

Certain datasets which should be included:

blue marble (all seasons too?)
black marble
natural earth rasters (all of them)
latest GOES data (no storing of results for this one)?

Consider setting up a namespace such as cartopy.datasets and moving everything to there (including the cartopy.feature.LAKES style stuff).

Still not implemented. I'm afraid with Cartopy v0.11.0 release taking place, I think we should modify the milestone for this issue to 0.12.0, @pelson?
