Needed for eccodes 2.36, as seen in #499

The changes are not backwards-compatible :angry: So I've cherry-picked the changes from #499 (was commit https://github.com/SciTools/iris-grib/pull/499/commits/ab1d83cac6dfe13ee9954ca8a0cbb4f2c7f40cb5, here becomes https://github.com/SciTools/iris-grib/pull/503/commits/3be6a427ffbcb8fd5e956920355818e15ca22158)
