MATLAB integration #21

Update the LTIv1.3 integration to support MATLAB projects.

The first step in this feature is to get a test account with MathWorks, including access to the "Grader" feature that enables LTI integration.

Then update the existing LTIv1.3 so it works with MathWork's particular implementation of the LTIv1.3 standard. We may need to implement some of the services that are part of the "LTI Advantage" features to get this to work.

Matlab won't provide a free account to build against their LTI connection, so shelving this issue for now.
