Better name for this repo: climaterisk #4

This project is formally funded under a grant called "NASA TOPS-T Reproducibly Analyzing Wildfire, Drought, and Flood Risk with NASA Earthdata Cloud". Internally to 2i2c, I had initially used the not useful name 'nasa-topst' which is now is distinguishable from any other TOPS-T project.

Is the repo name ScienceCore/climaterisk sufficiently descriptive? (Note: I've since learned that NASA generally does not that the word "NASA" used in non-official sites)

I've heard no objections to name change to this repo so I'll go head an make the rename to ScienceCore/climaterisk
