Project Management set up #5

We now have a growing team working on this TOPS-T ScienceCore project on climate risk using OPERA data products -- that means we also need to give some attention of how we work.

I'm just creating this issue as place holder for something more substantial but some quick issues that have been brought to my attention:

  1. Review Date/Time of biweekly meeting
  2. Git repo conventions: use of PRs, reviews, and commit privileges
  3. Code of Conduct

Thanks to @kvenkman for organizing a when2meet to schedule our biweekly project meeting. Based on that survey and the discussion in Slack, I think we are going to be able to go with

Friday, 9-11 PT, biweekly starting Feb 9

as a standing project meeting of the ScienceCore:climaterisk team.

I've created the most basic set up of a contributing and conduct guides:

I'll close this issue as completed but we can create new issues as needed as we bootstrap our project management.
