Update flood notebook #84

The following changes were made to the flood tutorial notebook:

Rename file
Remove unnecessary imports
Specifically remove geoviews import to suppress missing dask install warning
Add import to suppress PySTAC warning (Earthdata API nonconformance)
Add function to read raster metadata to filter by cloud cover, and only read raster when field is not available in metadata
Update hvplot quadmesh plot to include both frame width and height

The following changes were made to the geospatial data formats notebook:

Add note regarding conventions of coordinate ordering in raster and vector data.
