Modify historic_orebro_umea.md to use plotly data visualisation instead of Vega.

Don't worry about the last force push, I (might) have forgotten to deal with the Swedish version of the page, so I just extended the previous commit :)

Add explanation for '***' in the graph legend by either:

separating * and ** in the x axis data
adding a third line to the legend

Sorry Liane, I squashed some related commits together to keep things consistent and tidy but I realised too late that they are under my name now... I'll be the one targeted by git blames though ^^

CSS style to 600px so it stops shrinking and becomes scroll-able on smaller view-ports
