HTML objects on HTML layer still interactive when you disable interactions #7781

Problem description

If you show a menu above an iframe you can still "click through" and interact with the iframe. Even if you disable interactivity for the HTML layer.

Steps to reproduce

  1. create html layer
  2. add iframe to it
  3. add UI layer above
  4. click on item on UI layer

Observed result

you click on the iframe and can't see what you clicked

Expected result

you should not be able to "click through"

HTML layers should now correctly respect the interactivity state in the next beta.
