The MoveTo behavior has 7 properties listed in this order:
Max Speed
Acceleration
Deceleration
Rotate speed
Set angle
Stop on solids
Enabled
All these properties can be changed by an action except for "Set Angle" which simply doesn't exist.
If there are no instances of the sprite on the layout, and we create the sprite with the "Create Object" action, there is no way to enable/disable "Set Angle".

Steps to reproduce
Add "MoveTo" behavior to a sprite, don't add any instance to the layout.
Create the sprite with an action and make it move.
Observed result
You cannot set the property "Set Angle" in actions.
Expected result
We should be able to have control over this property.
