quiterss@0.19.4: download via aria2 failed #13166

All 404s on the official website cannot be found. I am not sure if Scoop has an official alternative. My personal alternative is to use portableapps.com, which has been serving for more than 10 years. The following is the download URL of QuiteRSS Portable for your reference.

But using these links for download via Scoop will trigger hash check failed each time, same as #12574.

Access to the files restored by the authors of the project, download urls are the same, checkver updated.
