CCleaner 6+ available as portable application again #9082

Bug Report

Package Name: ccleaner

Current Behaviour

The manifest was configured to download the 5.9.1 version due to portable versions of CCleaner 6+ not being available.

Expected Behaviour

As of version 6.03, portable versions are available again.

Solution

Revert and update https://github.com/ScoopInstaller/Extras/commit/3e1ed7561c89b97b5f077f3eda37b45a7ff58a3d
