Setup "How it Works" page and add link to it from cart page #42

The cart page has a line of text that says "Note: You will have to approve up to n transactions via your Web3 wallet on submit. Read how this works."

The "Read how this works" text should be a link to a page explaining how the Bulk Checkout process works. From @owocki:

lets create a page on the https://gitcoin.co/wiki/ detailing it and point it there. either that or a gist

on second thought it makes sense to update this MD file instaed of a wiki page. it already contains a bunch of info about how grants works https://github.com/gitcoinco/web/blob/master/docs/GRANTS.md
