Issue 12.1 and 12.2 and 16

Desktop layout, starting at a breakpoint of 1280 px to have the navigation on the left side. Note: QR code functionality is out of scope.

Lower horizontal resolution should have the mobile navigation with the tabs on top.

The ping "+" button shown in both mobile & desktop should actually have the airplane icon, and should take the user to the Send Transaction tab/screen
