[x] Add a special address backer that is set on deployment
[x] Add reclaim method that can only be called by the backer after maturity
[x] Transfers the treasury surplus, if any, to the backer
[x] Transfers any non-committed collateral (i.e. collateral that will not be distributed to reimbursement token holders to make up for a shortfall) to the backer

think we'll need a hasReclaimed to prevent multiple reclaims. Thoughts?
