Support for Starting Charging
1. Add support for starting charging.

  1. Add environment variable for region, ‘regioncode’
  2. Fix conversion from meters to miles so the range estimate matches Nissan’s estimate

New Commands: StartChargingIntent charge StartChargingIntent charge now StartChargingIntent start charging
