Expanding on the reusable category items and labels so that they get their values from the associated .yml files. Category items can take params to override some of these default values for use in overlay views. This also means that when updating the category items or labels in the future, they will all be in one 'config' .yml file.

I should also point out this PR includes the updates to the TCS category items - adding "Downstream Infrastructure", renaming and ordering of Cat U and Cat O items for consistency.
