Add localization #24

Hello, I added localization into 2 languages. Russian, French.

In 69571a2 ("added a standard language, added a manifest with rights") You add an app.manifest that elevates to Administrator Privileges.

Why do you need admin? The launcher was designed to not require admin.

Take it away, I just played with the installer, tested it, but it turned out to be stupid.
