Background/need

Extra vertical spacing on triple quote comments.

Plan

Attempt to move triple quote comments that precide function to just below pound sign comment and above route decorator or def in order to preserve compact vertical spacing.

Acceptance Criteria/Completed

After auto-linting, this did not work.
