The main reason I like the UI with the map rotating is that I find it easier to line up with audio beacons for testing. When it's just the symbol rotating and not the map it's harder to extrapolate the direction beyond the symbol. The rotating map is a common sat nav UI, but I think that it does make selecting points on the map harder. I think the phone UI of rotating symbol largely came about because maps weren't vector maps and so rotating them ended up with upside down text.
As of today, the map on the Home screen rotates with the user and the arrow showing the user location remains pointing to the top of the screen. This is different from the iOS app, but was easier to get working. We need to decide whether to stick with this, or to implement a rotating icon and a static map - or we could make it an option in the settings.
